Project description
Georgia’s international activity grows up pretty fast day after day. Georgia’s projects, initiative in foreign policy are of major importance for neighbor countries as well. Georgia’s activity regarding foreign policy greatly determines the policy of Western countries in the Caucasus and Central Asia.
Therefore, providing the access to the documents regarding Georgia’s foreign policy and international relations seems to be very important.
Project aims to create a web-archive of a) Georgia’s international legal certificates b) research and analytical material c) periodical issues d) document projects and other discussion papers e) historical documents.
Besides, web-archive will be equipped with additional helpful tools, for example to make easier for our users to access a) other sites with the same profile (International Relations) b) sites of international organizations c) various governmental sites d) world research centers studying the same subjects as CPIRS, we will have a links archive on our page with all these useful links with short annotations.
Certainly we are not going to develop all documents related to our subject of interests and place them in archive. For the current stage the full amount of the documents will make 1500 pages. Documents will be supported by annotations (approx. 50 pages in the whole) which will be prepared and translated in English during the project. Site description and it’s structure is discussed here.
Who will benefit from the project –
1. Students who study international relations or international law, as well as their professors. Professionals working in governmental or non-governmental organizations whose interests are in touch with international subjects, also independent experts. As our experience shows, Georgian students and specialists who work or improve their qualification abroad will benefit from such web-archive greatly.
2. Obviously foreign professionals studying Georgia, Georgia’s foreign policy, problems of regional security building, the Caucasus, co-operation prospects in the Caucasus will benefit. Besides the foreign scientists we suppose the site to be of a big interest to experts and officers working in governmental sector of various countries, international organizations (UN, NATO, EU, etc.), as well as to the representatives of commercial and business field.
Georgia will benefit, as the site will enhance country’s policy transparency, which will be useful for the relationship with partners. The organization members will improve their knowledge while working on documents to be placed on the site, first users of the site will be the members of our organization as all this material is needed to our daily work.
Project will be realized by the Center for the Peace and International Relations Studies, its legal address is 29a, Kazbegi ave, 380077, Tbilisi, Georgia.
Expected Results
The situation is the following – sites containing this kind of information could be divided into following categories:
(i) Official sites: governments, ministries of foreign affairs or defense, parliaments, special informational departments.
(ii) Sites of international and regional organizations.
(iii) Sites of non-governmental organizations and projects (examples are listed here ).
Among Internet resources regarding international relations and International law we would mention the site of Georgian Parliament, the ministry of foreign affairs, site of “civitas Georgica” – “the perspective”. Even if we imagine these three sites to look completed and renew regularly, the big amount of information necessary to the specialists working in International Relations and International Law field remains uncovered. Namely, Parliament and the Ministry of Foreign Affairs sites offer (they should at last) laws, other official documents and official point of view on facts, but they do not give user an access to discussion papers, research articles, historical documents, etc. which are mostly more interesting for presenting Georgia’s policy. What about “Civitas Georgica” and its site “the perspective”, it is an internet issue and doesn’t target to deliver to users annotated documents and other editions. More then, there are many articles of foreign authors on this site while we are focused to show “Georgian political thought” by presenting documents determining today's Georgia’s foreign political face.
According to this, we expect our site to have regular users - Georgian or foreign students, professionals, researchers, politicians, businessmen, etc. Site will promote the transparency of Georgia’s foreign policy, discussions about international relations, regional security and stimulate the development of Georgian political thought, support the atmosphere of trust and co-operation, improve Georgia’s regional and international positions.
Certainly project bears the far-reaching purposes. Namely, the more clear is Georgia’s role and place in international relations system, stronger is Georgia’s position in world community, attention to Georgia’s foreign policy, its international initiatives and tendencies will increase. It considerably will raise an urgency of our archive. In the nearest plans we are going to develop web-archive to the following directions: 1. Increase archive’s power – add documents and improve download system. 2. Add new services – “discussion room” and so called “virtual diplomacy” feature.
What for funds to further develop the site, as CPIRS is oriented on non-commercial activity, we are going to seek such funds in the foundations who finance non-commercial, academic, etc. activities.
