This issue contains the following articles: Crime and Punishment in the Georgian Army,By Zurab Sparsiashvili, where author speaks about hard service conditions, ineffective educational policy caused by incompetence of officers, breaches of drafting procedures by enlistment offices, poor military discipline, the lack of professionalism on the part of officers, abuses of human rights in the armed forces; The situation is difficult but not hopeless, Interview with Ghia Baramidze by Lela Djandjalashvili covers the most significant February events - assassination attempt against Shevardnadze and raid on the UN Observer Mission in Zugdidi (western Georgia) which resulted in taking four UN observers hostage.
